NIMBY v. YIMBY | |||||||||
Despite some general agreement on the housing crisis, there is little agreement on solutionsI think the vast majority of Madisonians can agree on these three things. ...Full Story HereHousing is too expensive. Sprawl is bad. Mass transit is good. And, of course, all three issues are intertwined. Building up instead of out will use less land and create the densities that support transit. Greater densities also should reduce housing costs in the long run if supply can catch up with demand. Moreover, total living costs are lower in places served by transit when you take into account the cost of housing and transportation combined. The trick is to turn those three points of general agreement into specific policies that accomplish the goals most of us share. And the trickiness of this is playing out right now in a couple of places. ... Ken Notes: Great read!

MADISON — Gov. Tony Evers announced today, as the state and country celebrate Earth Week, that the Public Service Commission of Wisconsin (PSC) awarded $7.8 million from the Energy Innovation Grant Program (EIGP) to 28 projects that will expand access to clean energy and invest in the adoption of innovative technologies and processes. Since the program’s inception in 2017, the PSC has awarded $40 million to 169 EIGP projects statewide. “I’ve always said that we don’t have to choose between mitigating climate change and protecting our environment and good-paying jobs and economic development—and through initiatives like the Energy Innovation Grant Program, we are proving that we can and will do both,” said Gov. Evers. “These projects will help strengthen energy infrastructure across Wisconsin while making significant progress in our transition to a clean energy economy, resulting in cleaner air and water and more family-supporting jobs.”...

EVANSVILLE – Standing alone on the floor of the once-humming Stoughton Trailers factory, company president Bob Wahlin assessed his mothballed machinery. Nearly all the lights were off in the 330,000-square-foot plant, located on the eastern edge of town, just off U.S. Highway 14 between Madison and Janesville. It was, Wahlin said, "pretty depressing." Then his iPhone flashed with a news alert. A coalition of U.S. trailer manufacturers, including Stoughton, had prevailed in their complaint that Chinese companies were selling trailer chassis in the United States for below the actual cost of making them, a trade violation known as dumping, that unfairly harms competitors.... ...“The U.S. is now attracting capital at a rate not

Exploring the labor union developed to protect workers in Milwaukee`s Deer District
Before the Deer District was even constructed, there was a lot of talk about what it would mean for Milwaukee. Developers claimed the new space would bring more money and life to the downtown neighborhood, and above all else, it would lead to jobs. But the kinds of jobs that come with a new entertainment district are often low-income, low-stability, and high-stress — the kinds of jobs Laura Dresser would consider “bad.” Dresser is the associate director of the High Road Strategy Center, a think-tank that in-part looks at employment conditions in Wisconsin. But in the case of the Deer District, developers created a community benefits agreement ensuring certain rights for its future employees. That led to the creation of MASH — the Milwaukee Area Service and Hospitality Workers Organization, a labor union that represents these workers. A recent report from High Road Strategy Center details the benefits this union and agreement it has brought to its workers....

The group is one of three finalists who want to partner with the city on the former bus transfer siteThe Urban League of Greater Madison wants to partner with Madison’s Community Development Authority to build on the “South Madison Renaissance,” an effort led by people of color to remake and redevelop parts of the south side with a community focus and without displacing the families that currently live there. The Urban League is one of three finalists vying to redevelop the former transit transfer point at the corner of South Park Street and Badger Road. In its proposal, the group says it wants to “collaborate closely with the city of Madison and CDA on a transformational master plan for the [South Transfer Point] area that can serve as a model of racial equity, inclusive economic opportunity, and sustainability.” Urban League, in partnership with Centro Hispano and Madison College, argues it is “uniquely positioned to ensure that the proposed redevelopment will connect all of the components of the BIPOC-led ‘South Madison Renaissance’ that has been occurring in the area. This will include linkage to the Madison College Goodman South Campus and its forthcoming Child Development Center, the ULGM Black Business Hub, the new Centro Hispano Calli, the Center for Black Excellence and Culture, and many other opportunities to create a collective of destination spaces.” Urban League, Centro Hispano, and the southside campus of Madison College are located within about a block of the redevelopment area...

Global Perspectives in the Skilled Trades Curriculum
Among the goals of Title VI National Resource Centers program is the promotion of student understanding of world regions and countries in the context of an increasingly interconnected global economy. As students transition to the workforce, factors beyond our borders impact their careers even if their jobs are not explicitly global in focus. It is therefore important to expand global education outreach to students and educators in fields that have not traditionally been included. Toward that end, the Institute of World Affairs is working with the Milwaukee Area Technical College to help MATC faculty explore alternative models of teaching and certifying students in the skilled trades. In April, IWA Director Doug Savage will accompany MATC Director of Apprenticeships and Special Projects Dave Stuart on a study tour to Germany. The delegation will also include Wisconsin Department of Workforce Development Secretary Amy Pechacek and other members of DWD leadership... ...The trip will examine how recruitment into the building and manufacturing trades is built into the German educational system. Participants will also compare Germany’s competence-based assessment for apprentices with the time-based model used in Wisconsin... Ken Notes: Funny when I mentioned Germany as a model a few years ago I was chastised, now it is a good idea... Truth be told it is a great idea simply by the numbers. Germany places a large number of students (1.2 Million of 8.4 Million or 14%) in apprentice programs and we do not (11,000 of 250,000 or 4.4%) and 40% of our graduates do not enter post secondary programs.

Racine takes steps to revive KRM commuter line
The city of Racine last week took another step to revive the 33-mile Kenosha-Racine-Milwaukee (KRM) commuter rail project. The Racine Common Council on April 15 passed a resolution for the mayor and city clerk to enter into a contract with rail provider DB E.C.O. North America Inc. to study possible passenger train infrastructure along the existing Union Pacific line along Lake Michigan. An iteration of the KRM project was proposed more than a decade ago, but the plan died in 2011. The project could return with partnerships with the private sector and the development community, said Trevor Jung, the city’s mobility coordinator and project leader. “For us, this is not about politics. This is about making your community a stronger place,” said Jung. The city hasn’t finalized the contract, but officials expect the study will be completed by spring of 2025. It’s spurred by a $5 million congressional grant as part of the Consolidated Appropriations Act. Racine passed a measure for federal investment in 2021. The project would serve around 25% of the state’s population concentrated in southeast Wisconsin, Jung noted. Racine is in the third-largest economic region in the U.S., he added. According to the Wisconsin Department of Transportation and the Southeastern Wisconsin Regional Planning Commission (SEWRPC), the KRM passenger rail would provide access to over 400,000 jobs within 30 minutes by transit. Nearly 50% of households in the corridor would have incomes less than $50,000, planners added. “That’s not even including the jobs created by building the system,” Jung said. “This would be just about once the system is built and the access workers will have to jobs in the corridor.” Project planners estimate the track will need up to 10 stations, along with other technical support needed for trains, track and rail infrastructure...

The International Santa Claus Hall of Fame gets its first Wisconsin inductee. Meet Santa Mac.
Over a decade ago, Appleton’s Jeff McMullen found himself in a sea of red suits, black boots and meticulously styled white beards and mustaches. McMullen was attending his first International Santa Celebration. At that point, McMullen had played Santa only a few times here and there, but the International Brotherhood of Real Bearded Santas needed instructors for the event. A former student in one of McMullen’s clown character development seminars felt McMullen’s teachings could translate into the world of Santas. Little did McMullen know the conference would change the trajectory of his life. “Up
until then I was just a guy in a red suit, but at that point I made a
commitment to being the best Santa I could possibly be,” McMullen said.
“It’s really become a 24/7 project for me, 365 days a year.” There, at the international celebration, "Santa Mac," the beloved Santa behind Santa’s Magical Christmas Cottage in Buchanan, was born. On Friday, McMullen will become the first Wisconsin Santa inducted into the International Santa Claus Hall of Fame, which honors those who have propelled the legend of Santa Claus, at the IBRBS conference in Memphis.
